Absolutely. When I have the discretion to make the choice, this is *always* the approach I take: Make it simple, make it valid, make it work in most browsers, enhance for some, and make sure it works in IE.

If basic functionality is there, how "pretty" it looks in buggy browsers seems like a matter of judgment and balance.
