Ah... we misunderstood, sort of. That is correct behavior. The same will hold true for any other units not based on the font size (pt, mm, cm, in, etc). The bug in IE we mentioned keeps the text from resizing with the +/- commands as well. But that still doesn't take into account the min-font-size setting.
