Absolutely. Since I usually carry the meta set to edge, it's often
quicker for me to adjust the value in the tag. But that's just my
workflow.
I'm not so certain of the "perfect emulation" bit. I have come across
bugs in IE 7 that don't show in IE 8 "compatibility mode," and at least
one CSS problem in IE 8 that did not appear in IE 7.
IE 7 "page zoom" is particularly rife, with several problems not showing
in IE 8 in any mode.
