In Win 8, IE 10 (desktop or 'metro'), when we hover over the href in the

callouts expands down is some broken and odd way leaving odd double rounded

See it in IE10 on win7, but so far have no idea why or what to do about it.
I have a similar "buggy re-rendering when hovering link" in IE10 on one
of my pages, that I haven't got around to find fix for yet.
