It's fallback css for browsers that don't acknowledge display:table. There are 
many levels to understand with CSS layouts including main technique and use of 
fallback techniques for older browser that still need support. You really need 
a giid reference. I can recommend a few titles if you want, but the web is also 
good if you are willing to invest a few hours searching and reading for a 
while. A good book is often faster for the big picture though. I've been 
learning CSS since 2004 at least. There are lots of good info and some of it 
will not be relevant while some ideas remain relevant for a very long time.
