As well my images are PNG. I don't use the legacy Save for Web; I
prefer Export As; formally Export Assets in Photoshop, which doesn't
offer any control for compression for PNG images.
Blurring parts of an image, it can be beneficial; not for mobile, where
the screen is small to begin with.
