Are you scaling up? or scaling down? you'll never be able to scale up without distortion due to the lack of pixel data, and faking it on top of that is no good either.

What exactly are you trying to scale?

I need to give a partner a presentable image file according her spec,
have one already, resizing does not generate desirable quality. Urgent
help needed and would be appreciated if you're into graphics.
