You mention is, it _was_ AT&T proprietary but this is long ago.

In 2001, I was negotiating things with SCO and there was an agreement to make 
sccs OpenSource. Unfortunately, SCO was bought by a Linux company (Caldera) a 
few weeks before the source should have ben handed out and this Linux company 
stopped OpenSource activities....

I then started negotions with Sun as Sun is also a first degree Copryight 
holder since the mid 1990s. As a result, SCCS source code was published as OSS 
in December 2006.

Since then, there was a lot of development and sccs soon will become a system 
that supports distributed development.
