You need to reach consensus with a new successful vote here
before you can go over to incubator general.
With other words you should prepare a new RC and vote again here,
if you get all the necessary +1 votes you can close the vote and
move over to general and vote there.
Your goal should be to only vote once on general, since that will
take at least 72 hours but often a couple of days more (speaking here
out of
my personal experience with UIMA and OpenNLP).
Thats why we should really make sure we do not have one of the usual
show stoppers in the RC, e.g bad LICENSE file, missing incubator
DISCLAIMER, bad RAT reports, etc.

reason to exclude all the others.

2.6 does not include the package name updates to reflect apache.org,
and maven was not used to generate the build.

The "install" is to just unzip the archive.
To run cTAKES, you can start the CVD (or CPE) GUI using the
script/BAT files found within the top level directory.
For the CVD GUI, select an aggregate to load, such as
cTAKESdesc/cpddesc/analysis_engine/AggregatePlaintextProcessor.xml
Then run the aggregate you just loaded using the menu options.
The archive includes source, compiled .class files, and a jar.

scripts used to merge the source directories and build the archive
(similar to the way 2.5 was).
