Hi James,
Regarding the License/Notice, feel free to reuse the NOTICE LICENSE for 2.6 as 
well from:
trunk/ctakes-distribution/
I manually looked at every bundled jar in the /lib and added it to the 
NOTICE/LICENSE file.  
However, it would be great if you and/or someone else had a second look at it 
as well for format and completeness.
