+1 to the suggestion I would take that as far as to say - don't send the official announce until a newcomer has been through it. We all get used to how things are done and can easily miss a hurdle that trips up newcomers. I could be talked out of that, so long as we keep after the doc and get the "under construction" signs removed.
15 minutes may be a stretch considering download of the resources ZIP file can take longer than that. If you eliminate download time from your test then perhaps that can be achieved.
