IANAL, but I have taken the trouble to consult with my legal advisor on ths: its absolutely not necessary to register a NP entity unless you wish to gain access to public (government) funds or to solicit funds directly from the public. All that is necessary is to have a (written) constitution and minutes of general meetings appointing the various officers of the committee (if that's the form the organisation uses - usual, but not prescribed).
