TexShare Card/Direct Aid

It may be that you don't have to participate in the TexShare Card Program to
receive the full direct aid allocation if you don't have a non-resident fee.
I'm waiting to hear from Deborah Littrell at the State Library for
clarification.  I"ll let you know what she tells me.
