That is true-I had read early on that that was one of the proposed options,
but not sure the final outcome. But, some of the libraries not taking part
in TexShare DO have some type of non-resident fee, though sometimes it will
cover non-residents in a school district (few school districts cover city
boundaries). That is a bit of a wrinkle that should be clarified,
too-non-resident fees to certain populations.

It may be that you don't have to participate in the TexShare Card Program to
receive the full direct aid allocation if you don't have a non-resident fee.
