George, In accordance with the confidentiality amendment of the Texas Open Records Act, if a child is a minor,(under 18 years of age), your Library must have the signed written permission of that minor's parent or legal guardian before displaying the child's picture. There is no qualifying statement of displaying so you should assume that it means displaying anywhere, web site, inside the library, front window, etc. Page 23 of this year's Reading Club Manual has sample permission forms that you can modify to fit your current application.
