The couple of times we've held a series of lapsit programs, we dealt with
older siblings by having a separate story or craft program to keep them
entertained.  It's worked very well.  The lapsit attendees typically have
been under 12-15 months, although we'll take them up to 2.  It just depends
on whether or not the toddlers are willing to stay put long enough to
participate.

Cedar Park is in the processing of creating a lapsit program for our
youngest patrons. If any of you have such a program at your libray, I'd love
to hear about it! What ages attend your lapsit programs? What do you do
about older siblings who attend? Any information would be greatly
