Colleagues:

I would like to let you know the results of our efforts to respond to
The request from the state's leadership that state agencies "immediately
Reduce FY03 spending by an amount equal to at least 7% of your FY03
general
revenue appropriation."  Staff and I worked diligently to concentrate
reductions in areas that would have the least impact on customer
services and grants. 

As a result of this diligence and because we were able to include the
Funds we expect to lapse this biennium, we were able to reduce our
general
Revenue by more than 9.75%.  In order to achieve this reduction, we are
Eliminating all out-of-state travel, reducing in-state travel,
restricting the hiring of staff, limiting merit raises, and restricting
capital purchases.  WE WILL NOT REDUCE ANY OF OUR FY2003 GRANTS,
INCLUDING THOSE TO SYSTEMS.  In fact, we are adding the Toys 'R Us
interest money (amounting to $261,091.23) to the system contracts for
FY2003.  

We have turned our attention now to revising TSLAC's FY2004-2005
Legislative Appropriations Request (LAR), which requires a 12% reduction
(over $1.6 million) in General Revenue.  I will communicate with you
about any impact this reduction has on the library systems as soon as I
can.
