TexShare Members -

I know that all of you are anxious to learn what is happening with the
TSLAC
budget and how it will impact your libraries. I have forwarded a note
from
Peggy Rudd, Director and Librarian, regarding the progress we have made
complying with the requests we have received from the Legislature and
the
Governor's Office to reduce our expenditures.  

While I am pleased to announce that TSLAC has been able to accomplish a
7%
reduction in general revenue without seriously impacting the services
that
are paid out of that funding source, we are still struggling with a
freeze
on FY03 TIF grant money.  TIF grant funding is used toward the purchase
of
the TexShare databases.

The current set of TexShare databases is in place through June 30, 2003.
There is money in the TSLAC budget to allow us to purchase a reduced set
of
databases to run July 1, 2003 - June 30, 2004. While we still hope that
some
of the FY03 TIF grant money will come to us, we must plan for the
possibility that it will remain frozen past the date our subscriptions
come
up for renewal.

The Electronic Information Working Group is meeting today. I spent most
of
the morning with them as they strategized on ways to maximize database
services to TexShare libraries under reduced FY03 funding. This working
group has dedicated many hours of time and a considerable amount of
knowledge and talent to the TexShare database program.  In the next week
or
so they will be asking you to take a moment of your time to complete a
Web-based survey on the TexShare database offerings. They need your help
in
identifying the most important databases in the this program. We are
working
on a very short turnaround, so please watch for an announcement of the
survey and respond quickly. We ask that only one survey be completed per
library.

As Ms. Rudd indicates in her note, TSLAC is still tackling a revised
appropriations request for FY04 and FY05. I will forward information to
you
as soon as I have information to report.

Thank you for working together and working with TSLAC to provide
valuable
library services to Texans.
