Yesterday morning, the House of Representatives passed H.R. 13 - the
bill
reauthorizing LSTA as part of the Museum and Library Services Act of
2003 -
on a vote of 416 to 2.  The 416 "yea" votes came from 220 Republicans,
195
Democrats and 1 Independent; the two "nay" votes came from 2
Republicans.
The  bill's passage, and the overwhelming majority vote, is a tribute to
all
the work that you and others have done over the last two years.  

Congressman Peter Hoekstra  (R-MI) introduced H.R. 13 and urged the
House to
support it.  He was followed by six other Representatives who also urged
their colleagues to vote for the bill:  Ruben Hinojosa (R-TX), Max Burns
(R-GA), Major Owens (D-NY), Sue Kelly (R-NY), Bob Filner (D-CA), and Jim
Gibbons (R-NV).  All spoke eloquently and well, and Congressman Filner
used
stories from the LSTA Success Stories Web site in his comments on the
Floor.

The immediate next steps are:


1.  Applaud yourselves for a job well done, and celebrate that all the
efforts paid off!

2.  Thank all those who voted for H.R. 13, by phone or fax or both.
That's
EVERYONE EXCEPT Jeff Flake (R-AZ) and Ron Paul (R-TX) who voted "nay"
and
those 16 Representatives who did not vote:  John Conyers Jr. (D-MI),
Barbara
Cubin (R-WY), John Culberson (R-TX), Bob Etheridge (D-NC0, Richard
Gephardt
(D-MO), Duncan Hunter (R-CA), Frank Lucas (R-OK), Juanita
Millender-McDonald
(D-CA), Brad Miller (D-NC), Solomon Ortiz (D-TX), Ileana Ros-Lehtiner
(R-FL), Vic Snyder (D-AR), Bart Stupak (D-MI), Chris Van Hollen (D-MD),
Robert Wexler (D-FL), and Don Young (R-AK).

It would also be good to especially thank those who were co-sponsors -
the
list is attached.

3. Solicit co-sponsors for S. 238, the Senate bill addressing LSTA
reauthorization.  We have 25 now, but we need many more.  That list is
also
attached.

And thank you, now, for your tremendous work.  We worked hard in 2002
and
saw it come to nothing; we worked hard this year and we succeeded.  Next
stop: the Senate!
