The final report of the Library Development Study was received on Monday by the Library and Archives Commission and posted today on the TSLAC website (http://castor.tsl.state.tx.us/tpl/reports/study_of_pld.pdf). The report makes 15 recommendations for improving library development efforts, including several which would directly impact CTLS members. Two potentially controversial recommendations are: 1) to create incentives for libraries to meet minimum standards, and 2) for reorganizing Systems to reduce administrative costs, perhaps by some becoming non-profit organizations (as NTRLS already is), reducing the number of System administrative offices, or contracting some Systems to libraries which will operate them at lower overhead costs. The report will now be studied by two task forces appointed by TLA and TSLAC, one to look specifically at the two recommendations on standards, the other task force looking at implementing the 13 remaining recommendations. These task forces will solicit responses from librarians (the implementation task force will have a focus group at the September 12 CTLS membership meeting) and make their reports next spring.
