FREE Workshop via satellite, Friday, March 12th -- Web Filtering: Policies,
Software, Staff Training and CIPA: Practical ways that libraries can plan
and implement the Children's Internet Protection Act

As part of the 2003-04 season of the College of DuPage teleconferences, the
Texas State Library reminds Texas library staff of the opportunity to
participate in "Web Filtering: Policies, Software, Staff Training and CIPA:
Practical ways that libraries can plan and implement the Children's Internet
Protection Act". This program will be broadcast from 11:00 a.m. to 1:00 p.m.
Central time on Friday, March 12th, 2004. The Texas State Library has
contracted with the College of DuPage and made arrangements with various
host sites around the state in order to provide this teleconference free of
charge to as many Texas library staff as possible. More details follow
below.

College of DuPage Teleconference: "Web Filtering: Policies, Software, Staff
Training and CIPA: Practical ways that libraries can plan and implement the
Children's Internet Protection Act"
March 12, 2004, 11 a.m. to 1 p.m. Central Time
Sponsored by the Library Development Division of the Texas State Library and
Archives Commission, generously hosted by various Texas institutions

PARTICIPANTS ATTENDING THE TELECONFERENCE WILL LEARN:
*       the law as it applies to library policies for staff and users
*       how to evaluate the pros and cons of different filtering software
*       best practices you can incorporate into your staff training.

WHO SHOULD ATTEND:
*       libraries receiving federal or E-Rate funds for Internet Service
Provider costs directly or through any grant or re-grant program
*       libraries whose state or local government is considering or has
passed legislation requiring filtering for some or all of the computers that
have open access to the Internet
*       libraries that are contemplating using Internet filtering software
for any reason

PRESENTERS:
Mary Minow, library law consultant and coauthor of The Library's Legal
Answer Book, published by the American Library Association, 2003, received
an A.M.L.S. from the University of Michigan, Ann Arbor, and a J.D. from
Stanford University.
        "The law has changed many times since I first started writing and
speaking about libraries and Internet filters. The federal definition of
child pornography alone has changed three times in the last few years. A
librarian almost needs a law degree today to keep up-or to attend a
teleconference such as this one."
Derek Hansen, Ph.D. candidate and research assistant at the University of
Michigan's School of Information, was a major participant in an evaluation
of Internet Filters titled "See No Evil: How Internet Filters Affect the
Search for Online Health Information" funded by the Kaiser Family Foundation
(see the report <http://www.kff.org/entmedia/20021210a-index.cfm>). He has
also presented and written on the topics of evaluating the effectiveness of
Internet filters and selecting a specific filtering product. See his

        " Filters are a bit like children. They come in all shapes and
sizes. They don't always do what they are told, although they generally get
it right. They are at their best when they use all of their capabilities.
And at times they require some discipline. In short, they'll never be
perfect, but they can be influenced to reach their potential."
Robert Bocher, Technology Consultant, Wisconsin Department of Public
Instruction, Division for Libraries and Technology, is Wisconsin's E-rate
coordinator, and the manager of LSTA technology grants to the state's public
libraries. In addition, he serves on the ALA's E-rate Task Force and the
State E-rate Coordinators Alliance, which focuses on K-12 E-rate issues,
including CIPA. Bob has authored an FAQ on CIPA, has written articles on
this issue for Library Journal and WebJunction, and has spoken on this issue
to library groups.
        " CIPA will require libraries to make certain all staff are properly
informed not just on CIPA compliance issues, but on related issues such as
the legal definition of obscenity."

REGISTRATION AND HOST SITE LOCATION INFORMATION:
No advance registration is required of participants. Participants simply
visit the TSLAC Webpage for this teleconference, view the list of
participating host sites, decide which host site they would like to attend,
notify the site coordinator at that host site of their plans to attend at
least 24 hours in advance of the event and then sign-in at the host site on

Two (2) hours of Continuing Education Credit will be offered to participants
