Dear CTLS Librarian:

Since the regional meetings 64 CTLS members (84%) have indicated
in a survey that they intend to ask their governing bodies to
approve a resolution to change to a regional library system.
Three have already gotten a resolution approved and 10 more have
it on their governing body's agenda.

Since it is clear that members support the change to a regional
system, the Steering Committee, created by the Advisory Council
to guide CTLS through the transition, has begun organizing the
committees which will be needed for operating CTLS as a regional
system.

Twenty-two CTLS librarians and lay representatives indicated in
the survey that they would like to serve on those committees.
Lisa Youngblood, director at Harker Heights and Steering
Committee member, is contacting those volunteers.

Thirty-two persons indicated they were undecided about whether
to serve on committees, perhaps because it was not clear what
the committees might be working on and what commitment might be
required of the committee members.  I've attached a list of
committees with an indication of their tasks.  The committee
list is also available on the CTLS website, and we will be
adding the names of members.

I am sending this letter to all members - if you initially felt
that you were unable to serve, you might see a committee you
would like to join.

I'd particularly like to call your attention to the Nominating
Committee, which will be appointed at the October 21 Membership
Meeting.  The Nominating Committee will have the crucial
responsibility of recruiting the candidates for the CTLS Board
election to be held at the January 28, 2005 Membership Meeting.

Please let Lisa Youngblood or me know if there is a committee
you particularly want to serve on.

Long Range Planning Committee and member of the Steering
Committee

CURRENT CTLS COMMITTEES

Committees are appointed by the Advisory Council

Long Range Planning Committee (standing committee) - Determines
the needs of member libraries and develops System programs.
Composed of the 6 Advisory Council members; a current or former
Lay Representative or interested citizen; and 8 member
librarians, one of which is the MRC Director.  New members have
been selected by the Advisory Council and will be appointed at
the October 21 Membership Meeting.

Collection Development Formula Committee (ad hoc committee) -
Formed to review the CD formula, which was last revised in 1993.
The committee has not met since the reduction in the CTLS grant
and members' CD allocations in 2003.

Steering Committee (ad hoc committee) - Created to guide CTLS
through the transition from an MRC system to a regional system.
Composed of 2 Advisory Council members; a current or former Lay
Representative or interested citizen; and 9 member librarians.
The Steering Committee's charge states: "The Committee may
create subcommittees to work on specific issues.  The Committee
Chair will appoint the chair for each subcommittee.  The
subcommittee chairs may invite knowledgeable librarians or
others with needed expertise to participate as members of the
subcommittee."

Subcommittees of the Steering Committee

Administrative Support Subcommittee - Investigate and recommend
ways of providing support services currently provided by the
City of Austin (accounting, payroll, human resources, legal
advice), perhaps by contracting with a professional service
company such as the one used by NTRLS, contracting with
individual professionals providing these services, or
contracting with other nonprofits to handle certain services.
Investigate liability, property, and fidelity bond insurance
options.

Alternative Funding Sources Subcommittee - Plan for developing
additional funding, such as grants or income from workshops, to
supplement the State Library grants.

Bylaws Subcommittee - Develop proposed bylaws.

Employee Benefits Subcommittee - Investigate health insurance
options and retirement plans; develop proposed salary schedule
and employee leave policy.

Nominating Subcommittee - Identify and recruit candidates for
the Board of Directors.  Develop job description for directors.

Office and Furnishings Subcommittee - Locate affordable office
space and furnishings.

Policies & Procedures Subcommittee - Develop proposed policies
and procedures to operate CTLS: personnel policies, financial
procedures and controls, purchasing procedures, and the business
plan required by the State Library.


CTLS REGIONAL SYSTEM COMMITTEES

Committees will be appointed by the Board of Directors

Nominating Committee (standing committee) - Identify and recruit
candidates for the Board of Directors.  Members will be
introduced at the October 21 Membership Meeting and appointed by
the Board.  Members of the Nominating Subcommittee will become
the initial members of this committee.

Friends of CTLS - Not a CTLS committee but it welcomes new
members.  FOCTLS is currently raising funds to pay the $500 IRS
fee for the CTLS nonprofit's 501(c)3 application and for the
"unallowable costs reserve" required by the State Library.
