14 governing bodies have approved resolutions supporting
changing CTLS to a nonprofit regional system.  10 more member
libraries have placed the resolution on their governing body's
agenda.  51 resolutions will be required to change governance.

One city council tabled the resolution until their next meeting
because the librarian was uncertain about whether a nonprofit
CTLS planned to charge membership fees.  After consulting with
the Steering Committee, I've added this Q&A to the page
"Members' Questions at Regional Meetings":

"Will libraries be charged any fees for membership?  No, CTLS
would not request funds from members.  The State Library has
funded systems each year since 1972, and the North Texas
Regional Library System has operated for 10 years without
requesting funds from members.  If the State Library provides
less funding, CTLS will have to reduce services to members, just
as it has in the past.  However, the Friends of CTLS will need
to raise approximately $2,500 per year for 5 years to create the
"unallowable costs reserve" which a nonprofit regional system
must have.  The Friends of CTLS has already begun raising these
funds from individuals and other Friends groups, and FOCTLS also
plans on applying for a grant."
