Here's the answer to your question.  By the way, I'm going to forward to all the Systems since I expect this to be a common question.  Please let me know if you have a problem with me doing that ....

 

A library that participated in Staying Connected is STILL qualified and encouraged to participate in PAC HUG. 

 

Everything about the answer to your question below depends on the TechAtlas inventory.

 

IF a library received 2 computers under the original Gates grant (about 5 years ago), then that library is eligible to receive funds to replace 2 computers.  The exact amount per computer will be determined AFTER analysis of the TechAtlas inventories of all the eligible libraries.

 

Okay .. now ....

Using the example above of a library that originally received 2 computers and is eligible (after completing the TechAtlas inventory) to receive funding for 2 REPLACEMENT computers ....

 

Scenario One:

If the library's TechAtlas inventory shows 2 NT machines being used as PACs, then that library is going to be considered a PRIORITY 1 ... the funds for both computers must be spent by the end of calendar year 2006.  The library will be required to complete a second TechAtlas inventory after REPLACING the NT machines.  That second inventory will need to be completed by January 2007.

 

Scenario Two:

If the library's TechAtlas inventory shows 0 NT machines being used as PACs; and 2 (or more) Windows 98 or higher computers being used as PACs, then that library will be considered a PRIORITY 2 .. the library will have until end of calendar year 2008 to spend the funds on 2 (or more) computers.  (Although we don't know the "per computer" amount yet, it may be possible for a library to negotiate a great price for a computer -- allowing them to purchase additional computers with the funds provided.)

 

Scenario Three:

If the library's TechAtlas inventory shows 1 NT machine being used as a PAC; and 1 (or more) Windows 98 or higher computers being used as PACs, then that library will be BOTH a PRIORITY 1 and 2.  The library must spend the funds for one computer by end of calendar year 2006.  The library will have until end of calendar year 2008 to spend the funds for the second computer.  The library will be required to complete a second TechAtlas inventory after REPLACING the NT machine.  That second inventory will need to be completed by January 2007

 

The purpose of the second TechAtlas inventory is to DOCUMENT that the original NT machines that showed up on the first TechAtlas inventory (as PACs) were REPLACED.

 

A library that has already REPLACED one or more of the original machines ... whether on their own or with the Gates Staying Connected grant .. has given themselves a little more time to spend the funds.

 

Remember, a PAC has been defined by Gates as 1) having Internet Access; 2) being available to the public without staff intervention; and 3) having productivity and/or educational software available.

 

A PAC must meet all three of the criteria above.  So, if a library is using the original NT machines in the capacity described above, then the PAC HUG funds must be used to REPLACE those machines.  If a library has moved the original machines to the children's area .. removed the Internet Access, then they are no longer PACs, as defined by Gates.  Or maybe they are now machines that have the software and Internet Access, but a staff member "drives" the machine for the patron -- well, those machines would no longer meet the definition of a PAC.

 

So, it's all about the TechAtlas inventory ...

 

One last thing .. I keep using the word REPLACE.  A library can spend the money to purchase a new computer AND purchase a new OS for the old machine.  The funds can be used to "upgrade".  The funds can only be spent on computer hardware and software.  The funds CANNOT be spent on peripherals, infrastructure, etc.  The main GOAL of this grant is to remove the NT machines from the PAC environment.

Maybe this has been answered a hundred times before, but I was just asked this question...If a library got new Gates computers via the "staying connected" grant, then is that considered an upgrade to the original Gates machines, thereby putting these libraries in tier 2 and giving them until 12/08 to spend the money?  Or do they even get this latest grant?  Our (BCLS) libraries that received the staying connected grant are now using BOTH the old machines and the newer machines.
