FYI, the Texas ISP Association has a fairly comprehensive site on
filtering software, maintained in part for the state to enable compliance
with HB1300:

though it follows the ALA view that the best content filtering is based on
education and awareness, with family involvement and parental guidance, a
reality for libraries is that some situations dictate use of filtering
software.
