Temple used to charge people living outside the county, but it was only
a one time $10 fee. When Loan Star Libraries offered a higher grant if
you didn't charge a non-resident fee, we dropped it (with the Council's
blessing), figuring giving up $200 a year was well worth it. I know
other places which charge higher fees to all non-residents may have a
different take on this, but for us it was a no brainer. It's been nice
for the circ staff too, one less rule to enforce!

My City Manager has asked me to poll other Libraries about
charging fees to non residents. Does your Library have fees for non
residents? If you do, why? Also if anyone wants to add their opinion
please do.
