So, it looks like, in most cases, the "where to apply", as in a name of a 
bureau, contact, etc. is still lacking?

At the Texas Library Association conference in Houston last week, a session was 
held on legislative issues.

A handout has been created and is on the TLA website. Please look at it and get 
with your city, county, board, and other local officials to see where you could 
apply for money for your library or your community.
