My suggestion would be the IRS website <http://www.irs.gov/formspubs/> .
Most forms are available on their website in PDF form that you could
print off. I would be interested if anyone else has any ideas on this.

Great question!

Subject: [ctls-l] Tax Forms

For the past four years, Liberty Hill has not received tax forms to
distribute to our community. Once again, I've spent hours on the phone
getting the run around at the IRS in trying to locate who I talk to in
order to carry them. I've decided to approach this through the back
door at this point and ask the rest of you librarians, who do I contact
so that our library may have tax forms available to the community? I'm
sure Georgetown and Leander would appreciate me not sending our ppl
their way this year AGAIN!!!! Thanks all.
