Another reason for tightened reins may be more mundane tho as I recall
that after the last tragic BritRail tragedy there were many French
officials swearing that "such things could not happen in France" and
several months later there was a serious rail accident in France that saw
French authorities put the "rien" on coverage and now this. Embarrassment
can be just as big an inducement to a coverup as a conspiracy can.
