I don't understand how the inspectors COULD NOT be evaluating the depth and
breadth of the Iraqi weapons programmes and capabilities and avoid
pinpointing (while cataloguing) locations of interest. This would be like
giving a tour to the Soviets of all the military installations to ensure
compliance with some treaty and expecting them to ignore what is obvious to
the naked eye, much less forget things. If Saddam just figured this out,
perhaps someone should explain to him what the process was all about --
focussing on his ability to wage war, any kind. It was clear from the very
beginning of his capitulation that should he not comply, the game was back
on. Would anyone expect THAT to be a condition and then have the 'allies'
ignore and forget what might be in harm's way? I believe the effective way
to conduct warfare is have the element of surprise on the side that wants
to prevail.
