Oswald Spengler also investigated the rise and fall of civilizatons in
his great book: "The Decline of the West". He found that the growth of
centralized power and the development of a welfare state also were
characteristics of the end of a civilization. The expansion of the
difference between highest and lowest is probably related to those two
characteristics, as well.
