Agree and disagree. On the first point, yes. China and now I think USA are
worried about the power of the internet because it threatens dictatorial
control in both cases. The USA may be a more benign dictatorship than
China (I say MAY be) but it is not a democracy. The internet was initially
the Pentagon's (D)ARPA-net and I think they still have the power to do
with it whatever they want.
On the second point I disagree. I think it is very easy to control what
goes on the internet. All it takes is the Mother of all Listfuhrers to
oversee the other small-l listfuhrers and you've got it sowed up. (But I'm
not mentioning any names. That might get me thrown off a lot of lists).
In China's case they could easily formalize such a system and put forward
a pretense that internet is a free speech forum. But of course the
DARPA-net would never do that!
