regulations to put into effect."
     They should be required to test any and all drugs on the health
department commissioner and medical professionals before any person with
a disability may be used as a guinea pig.
     Also from the NYPost on Jan. 20, 1999 a non profit (Ahem!)
foundation called the Research Foundation for Mental Hygiene Inc. (Dr.
Abel Lajtha, President; Stewart O. Hughes, Managing Director) is made up
of top officials from four state-run institutes. They are Nathan Kline
Research Institute in Rockland County, NY (Dr. Lajtha also works there);
the New York State Psychiatric Institute, near Columbia Presbyterian
Hospital in Manhattan (they did the experiments exposed in April); the
Institute for Basic Research in Developmental Disabilities; and the
Research Institute on Addiction.
     Sheldon Silver (D-Manhattan) [address below] is the Speaker of the
NY State Assembly. He "launched an investigation into the health
department's oversight of human experiments." "This is a total violation
of people's rights and an invasion of their life," said Silver. This is
not the Lone Ranger's horse talking.
     Governor Pataki [address below] said, "What the ultimate decision
will be I can't tell you." Beware of not only those who recommended non
consenting experiments, but also those like the Governor who have not
yet made up their minds. They are either sedated, do not care what these
vile researchers are doing, or are part of the problem, i.e. getting
money to allow persons with disabilities to be used as guinea pigs.
     Those who approve of the task force's recommendations should be
required to submit themselves for use as guinea pigs for five years.
Their friends and relatives for three years. That is my reaction to
these proposals.
