There is a logical explanation for these sprayings:

The US army is testing an anti-missile defence by spraying
a radar jamming substance in a theatre-wide area, ie a city.

One of the few relatively cheap and working anti-missile defences
for a nuclear missile from North Korea would be to prevent the
(satellite) missile radars from getting any information from the
target areas, so that they would likely miss their targets.

Europe and produced energy saving cars. You royally *pissed* on the

in the universe. And to protect yourself, you will poison your own
citizens and land by spraying radar-jamming materials from the skies,
thus protecting yourself from the imaginary Korean missiles, who
probably wish to steal *your* oil in Iraq (who btw owns 10% of the
world's oil resources, and which is why you can't have Saddam in power
there, and why you need the puppet government in there).

This anti-missile defence from Korea by spraying materials from the
skies, would go well with the recent army threat propaganda, and
explain a lot of other things as well about the incident, including
the secrecy, the materials used, the areas, the timings, the
planes used, and the reports about the US army tests to finding
such a defence.

This is what you get when you live in an army-dictatorship that
doesn't give a shit about the environment, only about creating
credible threats and getting billions of dollars more to counter
those threats for you. BTW, I just love the way you poison your
own lands for a change.
