Intelligence-community insiders call it the Clinton
politicization of U.S. spy agencies -- first the FBI, then the
CIA, and now, perhaps, the super-secret National Security
Agency.. Word's reached us that Barbara A. McNamara, NSA's
director of operations, is set to become the agency's next deputy
director after William P. Crowell, a longtime NSA veteran,
retires next month.. . . . It was Miss McNamara who got the
warning last year from an NSA officer on loan to the State
Department's intelligence bureau that State intelligence chief
Toby Gati had squired Washington Post reporter R. Jeffrey Smith
on an unannounced visit to an area where highly classified
intelligence was left out in plain sight. When another reporter
called to ask about the reported security breach, an NSA
spokesman said there was "no record" of the warning being
forwarded to the security office, an unusual circumstance
considering NSA's penchant for secrecy and security. According to
the insiders, the fact that the security breach at the State
Department was not passed on to security officials by Miss
McNamara has raised questions about whether she sought to cover
up the lapse in order to protect Mrs. Gati, who has since left

Barbara A. McNamara

Miss Barbara A. McNamara, SCES, was appointed Deputy Director of
the National Security Agency, effective 28 October 1997.
CAPSULE OF MAJOR ASSIGNMENTS:
Prior to assuming her current position, Miss McNamara served as
the Deputy Director of Operations, National Security
Agency/Central Security Service (NSA/CSS) from January 1995 to
September 1997. She was the Executive Director during 1994. Miss
McNamara was briefly stationed at the Pentagon as the NSA/CSS
Representative to the Department of Defense. From 1984 until
December 1993 she held several senior management assignments in
the Operations Directorate. She began her rise into the key
management ranks of the Agency as Executive Assistant to the
Deputy Director from 1983-1984. Miss McNamara began employment
with NSA in 1963 as a linguist, serving in a variety of analytic
and management positions in the Operations Directorate between
1963 and 1983.
EDUCATION:
Miss McNamara graduated from Regis College in 1963 with a B.A. in
French. She attended the Armed Forces Staff College in 1976 and
the National War College in 1982.
SIGNIFICANT AWARDS:
Miss McNamara was presented the Meritorious Civilian Service
Award, 1 July 1988; the Meritorious SCE Rank Award, 11 September
1989; the Exceptional Civilian Service Award in April 1994; and,
the Department of Defense Distinguished Civilian Service Award in
November 1995.
PERSONAL DATA:
Miss McNamara was born in Clinton Massachusetts, and currently
resides in Washington, D.C. She enjoys reading, travelling and
theater.
