Indians, a UN investigator into religious intolerance said. Abdelfattah Amor
reported after a study trip to the US that the country was generally open to
all religions, but noted a need to protect sacred Indian sites. Amor said
Indians carrying ceremonial instruments and objects were sometimes arrested
at borders, Indian prisoners had religious practices banned for security
reasons and some Indian children were made to cut their hair by schools.

stone structure in Mecca that is sacred to Muslims. Prince Majed, the gover-
nor of Mecca who is a brother of King Fahd, performed the ceremony on behalf
of the Saudi monarch. The Kaaba, a cubic stone structure attributed to the
Prophet Abraham and revered in Islam, is washed twice a year with perfumed
water: once before Ramadan, Islam's holy month of fasting, and again before
the hajj, or annual pilgrimage. The world's 1 billion Muslims turn toward
