NY TIMES: NATO MAY ADMIT THAT PLAN WAS FLAWED, ARMED INVASION IS RULED OUT
NATO may acknowledge that the basic premise behind its bombing strategy in
the Yugoslav conflict, that a sufficient show of air power would batter Serb
leader Milosevich into accepting Western prescriptions for Kosovo, was
fatally flawed, reports Wednesday's NEW YORK TIMES.
The TIMES' Craig Whitney writes in a Page One, above the fold stretch story:
"And that, in turn, would mean admitting that the world's most powerful
alliance, with the world's most powerful air force at its disposal, was
helpless to curb the authoritarian leader of a small Balkan country from
killing and victimizing his people."
An armed invasion has been effectively ruled out, NATO officials tell the
TIMES.
Whitney reports: "The existing strategy has only one more option left --
bombing the Yugoslav president's nerve centers in the heart of Belgrade,
with all the risks that carries of civilian casualties."
The WASHINGTON POST reports in Wednesday editions that the United States and
its NATO allies late Tuesday agreed on such an expansion.
"NATO ambassadors agreed in a marathon meeting in Brussels, Belgium Tuesday
night to broaden the list of targets in the air war by about 20 percent,
including sites in Belgrade, the Yugoslav capital, and others crucial to the
power base of Yugoslav President Slobodan Milosevic," sources tell the paper
in a story being prepared for its Wednesday lead.

CNN BOASTS OF RATINGS BOOST DURING BOMBING
Every dark day has a silver lining. Just ask all-news network CNN, which
issued a press release late on Tuesday bragging about their big TV ratings
increase during NATO's bombing of Kosovo.
"CNN/U.S.'s coverage of the strikes against Yugoslavia propelled the network
to its highest-rated week of the year," cheered CNN spokeswoman Alison
Rudnick in a press release.
With bombs bursting and refugees fleeing CNN announced viewership was
soaring.
"CNN/U.S.'s coverage more than doubled in adult 18-49 and 25-54 delivery."
NATO Week on CNN even topped the Impeachment Drama the unfolded on The Hill
earlier this year.
"CNN/U.S.'s week-long coverage (March 23-28, 1999) earned a 0.9 total day
household rating and delivered nearly 700,000 HH -- increases of 80 and 82
percent, respectively," explained Rudnick.
Refugees may be pouring out of Kosovo at a rate of 4,000 an hour, with grim
tales to tell of horrific assaults by Serb troops, but CNN/U.S.'s 37 hours
of live coverage of the strikes against Yugoslavia, during the week March
23-28, 1999, garnered a 1.1 rating and delivered 865,000 homes.
That's an increase of "120 percent in HH rating," CNN said.
A CNN spokesman refused to comment on the practice of issuing vaunting press
releases at the height of such tragic developments.
