NY TIMES BOMBSHELL: CHINA MAY HAVE STOLEN NEUTRON BOMB DURING CLINTON
TERM!

America's National Security Adviser Jeff Gerth reports that in early 1996
the United States received shocking information from one of its Chinese spies:

Chinese officials boasted that they had just stolen American secrets and
used them to improve their flawed neutron bomb!

The NEW YORK TIMES on Thursday, seesawing between Kosovo horror and China
theft, fronts the Gerth above the fold in a Page One exclusive.

According to publishing sources, the TIMES story runs thousands of words.

The U.S. spy in China provided details of how the stolen neutron bomb
information was transferred.  The briefing led to a federal criminal
investigation.

"The disclosure of the report about the neutron bomb is significant for
several reasons," writes Gerth. "Until now, Clinton administration officials
have portrayed reports of China's nuclear spying as an old story."

"China first built and tested a neutron warhead in the 1980s, using what
American officials have said publicly was secret data stole from Lawrence
Livermore National Laboratory in California, one of America's key nuclear
weapons laboratories."

But the design did not work properly during a test in 1988, reports Gerth.
The spy told Washington that Chinese agents later solved the problem "by
coming back to the United States in 1995 to steal more secrets."

One question that has riddled official Washington in recent months has
nothing to do with nuclear secrets or espionage, but rather where in the
hell is Gerth getting his goods?

Who's leaking?

Who's squeaking?

While the first instinct is to point the finger down Pennsylvania Avenue
towards the committee room over at the Capitol of a one Representative Chris
Cox [R-CA], head of the congressional committee looking into the
Chinese/American military thefts.

Cox's report has yet to be declassified and much remains out of public view.
But the White House long ago received a copy of the findings and fingers
were pointing back on Wednesday night -- back to what they
believe to a be a coordinated White House/Jeff Gerth leak!

"It looks like the White House is trying to soften the blows of what is a
damning report," charged one observer familiar with media strategies.

The Cox findings are expected to be publicly released in the coming weeks.

"After Chinese Premier Zhu Rongji leaves the country, this thing is going to
hit the streets," said the source.

If hotshot Gerth does not get it all first.

CHINESE PREMIER JOKES ABOUT MILITARY THEFT CHARGE

On Tuesday after arriving in the United States, during a champagne lunch,
Chinese Premier Zhu Rongji openly joked about the charge that his country
had stolen American nuclear military secrets.

When asked what the Chinese government planned to do to celebrate the 50th
anniversary of communist rule, Zhu told a crowd "there would be a very grand
troop review" to mark the occasion.

Zhu smiled and added that the weapons displayed "would be developed by China
itself, not stolen from the United States."

Zhu said there would be signs on the weapons:  "Made in China."

"We didn't do it with any American secrets.  We built ourselves."

Zhu said that his aides had warned him that he faces a "snake pit" of
hostility during his trip to America.

CLINTON AVOIDS WORD 'RAPE' IN KOSOVO CONFLICT

Still reeling from the rape charge made recently by an Arkansas woman on
national television, the White House has carefully constructed a strategy
where President Clinton does not publicly utter the term rape during the
Kosovo conflict.

The DRUDGE REPORT has learned that descriptions of rape in Yugoslavia have
been handed off to other administration officials in order to deflect any
lingering questions on the Juanita Broaddrick controversy
surrounding Bill Clinton.

"The president has been very careful not to use the word rape," says one
insider.  "But his surrogates have taken up the slack."

Secretary of State Madeleine Albright last week on CBS' FACE THE NATION
talked up "various rapes".  Her spokesman, Rubinamanpour, at a recent press
conference described how "women were being raped."  Today, the
White House's Joe Lockhart got specific and used the word "rape" during his
daily briefing.

But the president himself continues to carefully avoid publicly charging
Serbian forces with rape -- a charge he has used to sway public sentiment in
previous military conflicts.

"With Broaddrick's charges yesterday's news, there's really no need for him
to raise the specter of rape at this point," notes one strategist.  "It
would be foolish."

The First Lady has also tiptoed around the word rape when describing Serbian
atrocities.

UNDEAD

A week after NATO "confirmed" that evil Serb death squads had executed
Albanian leaders and intellectuals in Kosovo, some of the "dead" -- hold on
to your bra straps, Madame Albright -- are showing up alive!

Multiple reports hitting in Thursday newspapers follow the bouncing bombs
and the propaganda war being fought by NATO and the Serbs at the expense of
a true reality.

"I heard of my own death on the radio," Baton Baxhui, editor of Pristina's
DAILY TIMES, told reporters in London on Wednesday.

SCRIPPS HOWARD'S Lance Gay goes where CNN and other official outlets won't:

"Last week NATO charged that Serb death squads were operating in Pristina
and had executed several prominent Ethnic Albanians, including Albanian
leader Ibrahim Rugova, but the day after NATO spokesman British Commander
David Wilby, confirmed the deaths and said NATO couldn't determine Rugova's
whereabouts, Rugova was shown on Belgrade TV meeting with Yugoslavian
President Slobodan Milosevic."

State Department hootie James Rubin acknowledges that he has received and
passed on gossip to reporters from the KOSOVO LIBERATION ARMY -- gossip that
certain prominent Albanians are dead!

"Mr. Thaci [commander of the KLA] has been quite clear with us that he is
hearing reports," Rubin told the press.  "He is not saying that these things
are facts."

A prayer for the undead.

STARR SHOWDOWN SET FOR SENATE

Word spread through Washington Wednesday night that Kenneth Starr has been
called to testify in person before the Senate Governmental Affairs Committee
next week.

Word also spread that federal judge David Sentelle would also make the trip
up to the Hill to offer his opinion about the independent counsel law.

Sentelle was one of three judges who appointed Starr to his position and has
come under fire from the White House for his conservative political ties,
the session will mark Sentelle's first public relating to the
Clinton scandals.

Starr is said to be looking forward to testifying.  His appearance will
bring him face to face with senators who have been highly critical of his
four and a half year investigation.

"The song could quickly become part of a bigger project," said event
spokesman James Topman.  "There are thoughts of a compilation album in an
effort to raise as much cash as quickly as possible."
