-Caveat Lector- IMF PLUS COVERT INTERVENTION EQUALS WAR ======================================= (CNNS, 04/08/99) -- In 1990, Germany reunified: East Germany and West Germany again became one [1]. This editor joked, at that time, "Uh oh. Here it starts again." But this editor is not laughing now. Look at a map of Europe. You'll see Germany and adjacent to Germany, to the south, Austria. Austria was part of the Roman Empire until the 5th century, when it was occupied by Germanic tribes. The area passed to the Habsburg family in 1282. In the 19th century, Austria broke away from the German empire, and formed the dual monarchy of Austria-Hungary. But Germany still viewed Austria as part of her territory, and it was annexed by Germany in 1938 (the *Anschluss*). [2] Adjacent to Austria, again, to the south, are the six republics of the former Yugoslavia. including, notably, Croatia. During World War II, the quisling Croatian government supported the Nazis. Croatia is a far-northern region in the former Yugoslavia. A reunited Reich. Austria joined to the Reich's southern border. Yugoslavia joined to Austria's southern border. "Uh oh. Here it starts again." "As early as last July, New York Times reporter Chris Hedges documented a vast influx of German marks and fresh recruits into the KLA [Kosovo Liberation Army], most of it coming from Croatia." [3] Hedges, in his article, reportedly "described a new level of professional training, which he ascribed to mercenary support, among other factors." [4] An article by Workers World News Service, written a year ago, supports the existence of darker nuances lurking behind the American press magic lantern show, "Operation 'Crisis in Kosovo.'" In "Is there a CIA war in Kosovo," Gary Wilson writes, in part, that the Kosovo Liberation Army (KLA) "is a foreign mercenary army in the pay of the Western imperialist powers... The KLA did not exist until recently. It became active only in the last few months." Quoting a New York Times report, Wilson asserts that most members of the KLA are *Germans*! "All the funds for the mercenary army come from abroad, primarily from the United States, reported the May 26 Washington Post." [5] "Mercenary support from Croatia is an ominous sign, raising the specter of U.S. covert intervention. The Croatian military has been supported and trained by perhaps the world's largest mercenary organization, Military Professional Resources Inc., based in suburban Virginia. Headed by several retired U.S. generals, the group provided logistical support to the Croatian Army, which bombarded the city of Knin in 1995. Military Professional Resources' contract with the Croatian government was approved by the State Department. The bombardment -- and a scorched-earth military campaign -- led to the exodus of more than 200,000 Serbs from the Croatian region of Krajina, by far the largest incident of ethnic cleansing in the recent Balkan wars." [6] There is widespread disbelief regarding the claim that current NATO air attacks on Yugoslavia are motivated mainly (or at all) by "humanitarian concerns." The continuing puzzle occupying the minds of "conspiracy theorists" and other still-thinking persons is -- Since "humanitarian concerns" is just a fig leaf, then what is the real reason for NATO attacks on Yugoslavia? Even Washington, DC big shots are puzzled: "What are we doing there?" they ask. "What is the U.S. interest?" Her Ladyship Madeline Albright, U.S. Secretary of State, says she fears a domino effect, something like, "If Kosovo falls, all Europe will fall." Neither explanation, "humanitarian concerns" and "domino effect," is ultimately believable. So "what's the real reason" is the question still gnawing away in the background of the exploding Yugoslav tinderbox. The late Sean Gervasi, a U.N. diplomat and fellow at Washington's Institute for Policy Studies, noted in 1996 that "Yugoslavia is significant not just for its own position on the map, but also for the areas to which it allows access. And influential American analysts believe that it lies close to a zone of vital U.S. interests, the Black Sea-Caspian Sea region." [7] "As bombs began falling on Belgrade, they had already been falling for weeks on another country -- Iraq. Both flank the greatest pool of petroleum in the world -- the vast fields of central Asia. While those oil deposits were off-limits during the cold war, since the fall of the Soviet Union they have become the object of intense activity designed to gain control of them." [8] Yugoslavia has also "sinned" by defying the dictates of the International Monetary Fund (IMF). "Yugoslavia has remained the pariah of U.S. policy in the Balkans since the secession of Croatia, Slovenia, Macedonia, and Bosnia-Herzegovina. While these states have carried out the kinds of economic reforms mandated by the International Monetary Fund in countries around the world, Yugoslavia has not." [9] Bosnia-Herzegovina, unlike Yugoslavia, did knuckle under to the IMF. In Bosnia-Herzegovina, "the Dayton accords, which ended the fighting, created a novel situation, in which NATO enjoys an unprecedented political and economic role. By agreement, the head of the Bosnian Central Bank is not Bosnian but an appointee of the IMF. The NATO-backed military authority has the power to remove the head of state, and it recently exercised it to force the president of the Serbian section of Bosnia from office." [10] But the Serbs have refused to surrender to international bankers, corporate capitalists and imperialism. They defied the Nazis, and won. They defied the Soviet Union, and won. And now the bold nation of Yugoslavia is daring to defy something called "NATO." The Serbs are a great, independent-minded people. So of course the corporate capitalists want to destroy them. -------------- LATE BREAKING: >From Sherman Skolnick, of the Citizens' Committee to Clean Up the Courts: Is there a Hitler-like Gestapo in America authorized by the Clinton White House? Are they being used or about to be used just as if the U.S. has declared war on Serbia? Knowledgeable sources contend the White House is preparing to use the Immigration & Naturalization Service to quickly round up and throw out of the U.S. between 100,000 and a quarter million Serbian alien residents quietly living in the U.S. (Does anyone remember the efforts by the Justice Department to frame up a federal district judge in California, a latino, who dared proclaim that the INS and the FBI were the American Gestapo? He beat the jail attempt.) Some believe Clinton will order the deportation of the Serbs with little legal formality. Historians remind us of similar situations at the beginning of World War I with Germans and the World War II round up of Japanese-Americans, most of whom were loyal Americans, at the onset of World War Two.
