The good/bad cop routine is the only scenario that puts in to place all the differing various odd things about the "story." This gives reasoning behind the "potshots" at the prexy by his crowd and allows the widest destruction of "enemies" at home and then allows for the continued ratcheting up of population control under terrorism and he can now go bully others, because as most of the world has been directed to say hey, inspections work and the UN did it. Lays down many different precedence. War makes no difference and can continue to work on the split that the threat of war develops.
