Of course, let's conveniently forget the fact that everything Clinton did - principally to protect his ability to receive sexual and financial favors while corrupting the office of President — was done in peace time.
Clinton's much-hungered for "legacy" is that he gutted the military and the intelligence community, and appeased the walking rectums of the world like Kim Jong Il and Hussein, leaving us vulnerable to the sort of attack perpetrated on us September 11, 2001.
