-Caveat Lector-   ----- Original Message ----- Sent: Wednesday, June 04, 2003 11:15 PM Subject: CONPREHENSIVE PEACE PLAN  CONPREHENSIVE  PEACE  PLAN    FOR MIDDLE EAST AND   MEDITERRANEAN [by  Major General Kostas *Konstantinidis(Ret)]           It is evident that the situation in the Middle East is very explossive, due to the following reasons: 1/ The  chronic  dispute between   Isreal and Palestinians, that has to do with: a/ The disregard of the decision of the U.N for the creation of the  Palestinian state-together with the Israel one. b/ The Israeali  occupation of the Palestinian lands,  after the Six Days War in 1967. 2/ The confrontation of two cosmopolitan and  mystique religions   (e. g  the Judaism and Islam) that produces state and individual Terrorism 3/ The destabilization of the military power in the Middle East in favor of Israel and the existence of nuclear weapons and other modern armament in Israel . 4/ The existence of the  huge oil reserves together with poverty and underdevelopment of the local societies. It  results  in unequal distribution of the great oil wealth,  between a few monarchs and the oil companies   5/ The claims upon the multi-religion city of Jerusalem. 6/ The existence (with the exception of Israel) of    anachronist and corruptive  monarchies and dictatoric regimes in  the Arabic world. 7/ The Zionist ideology (nationalistic and  talmudic) of  the Jews  in Israel and abroad, that believe in the Great Israel and their global domination.. 8/ The partial, unbalnced and unjust role of the USA and lesser of the E. U,  for Israel and against the Arabs.   If the global community stay inactive at the present times it is clearly  predicted that this explosive situation will be deteriorated rapidly and  spreads out  the flames of war all over the Middle East and furthermore . Then the  danger of  breaking out a new war in Middle East or even a global war is nor improbable. In this case terrorism will be more violent and fierce, as happened after the Iraq war. Therefore ,  it is estimated that the present situation can be improved with the following measures:   First,  the U. Ns  Security Council must  redeclare immediately  and  plainly  the independence of the Palestinian State, upon its 1967 (before the Six Day War) lands. This Declaration must be voted by the U. N General Assembly too and be necessary for all states, including USA and Israel. Second , the immediate withdrawal  of the Israeli forces from the Palestinian lands, with the exchange of warranted security and recognition of Israel from  all Arab states(according to Saudi Arabian Plan) Third, all the countries of the Middle East to   take over the responsibility to  fight the Terrorism(state and individual). Fourth, the legitimate right of returning  of all Palestinian refugees in their country Fifth, the sending  of U. N Peacekeeping Force  in order to  attend  the accomplishment of the U. N  Declaration for the Middle East. Six, Jerusalem to obtain a “neutral status” under the auspices of the U. N Seven,  the non-violent democratic reformations of all   anachronistic, theocratic monarchies and dictatorical  regimes of the Middle East .   Eight,   Israel to proceed  immediately : a/ registering its nuclear weapons and eliminate them , b/ rejecting the Zionist and Talmudic ideology and become more progressive and peaceful.    Eight, to convene a  World Peace Conference for the Middle East  and Eastern Mediterranean, in order to discuss all   unsettled  problems, including ecological, cooperation and development problems of the whole area.             The Peace Conference   must face also  the following chronic problems : 1/ The withdrawal of Turkish forces from Northern Cyprus and the reunification of the island, 2/  The creation of  a free Kurdish State on Turkish  and Iraqi lands , 3/  The  decolonization of Turkey with giving autonomy and self determination of its ethnic groups  (Pontiacs, Ionians, Assyrians, Levites, Armenians etc) 4/   The democratization of  Turkish military regime will be succeeded  by:  a/  putting  the Army under the political  control, b/  the respect of Human Rights of all citizens, c/  respect the  freedoms  of  its ethnic groups, d/ recognizing positively the Genocides in Asia Minor of Greeks, Armenians, Assyrians, Pontiacs and Kurds etc 5/ The promotion of  the North - South dialogue for the  Mediterranean Cooperation (security , trade, transportation, communications, culture, tourism etc) 6/ Greece  should  help by  activating its cultural and civilization capabilities- together with other countries with ancient civilizations- in order to elaborate the “philosophical workshops” for enriching the 21 st century of science and technology,  with the   humanistic and ecological  virtues and values   7/  The creation of a “ Free Market”  amongst the countries  of the Middle East (included Israel), North African and European Mediterranean countries, in connection with an “Aid Plan” from the  E. U , USA, Japan  etc to the needed countries.     The USA and European Union must agree and take the initiatives now , since the Middle East and Eastern Mediterranean problems are affecting seriously the security, stabilty , economy, and  development , as well as the Peace and Cooperation of all the Mediterranean   countries. The implementation of this plan will be extremely beneficial for the long range interests of all countries in  the world. However, it is estimated that the stabilization of this highly strategic area (of   oil reserves,  religions, ancient civilizations, transportation and  pipe lines etc) in  Mediterranean,  will be of great importance and   beneficial for the long range interests of  all participants . Therefore,  we all hope this Comprehensive Peace Plan to be engulfed and supported  by all countries-and especially  by  the USA - for the good of our planet, the civilization, the ecology and the coming generations.  In order to be succeeded a lasting peace , the three Jewish origin secular and cosmopolitan religion(Judaism, Christianity and Islam) should be  reconciled: a/ with themselves , b/ with the other religions and c/  with the democratic states and the achievements of modern science and technology.   The revival of the  democracy, tolerance, good understanding ,  kindness,   humanity  and Harmony  all over the world   would  eliminate the present Terrorism, misery and wars . The Mediterranean, the cradle of the ancient civilizations, should become the Sea of Peace , Friendship and of global Cooperation.
