Gentlemen:
Should the 2/3 who have "disappeared" from MHR rolls in the aftermath of sustained
threats against their lives (ie MURDEROUS THREATS) by MHR personnel be considered as
"enforced or involuntary disappearances" or should that be under "...other broader
definitions of enforced disappearances...." (p.28 of the Perez Solla Dissertation)?
How would you draft the missing persons survey below and what would YOUR a priori
numbers be for each 10,000 for whom you have authored their disappearance?

Here is the start of an approach I would like to use, in order to guide further
forensic science efforts which will account for the missing thousands of BC citizens.
Although nobody is reasonably sure as to what happened to them, most of us will give
a priori speculation. If that is all we have on which to proceed, so be it. But let's
be systematic about it. If those charged with missing person responsibilities in VPD,
OCA etc. have such a form before them and completed by those whose opinions they
respect, that will also give some idea on the sample size which should be used in the
investigation.
Please correct this draft form in any way you think best.

Out of 10,000 unaccounted-for missing persons formerly on MHR rolls, I would assign
the numbers I have written in to the categories below. The $700 figure is given as an
estimate of the cost of barest necessities of life for one of these missing persons
per month. It does not include the $1,500/year which the average Canadian bills to
Medicare (and which should provide a fairly easy trace method for police seeking these
missing persons).
1) Left BC and living elsewhere ________
2) In BC and homeless; dumpster-diving, panhandling, food-banks etc. as the main
source of the $700 in goods and services needed to stay alive _______
3) In BC and receiving the $700 from family and friends ______
4) In BC and receiving the $700 from criminal work, eg drug dealing, prostitution etc.

5) In BC and receiving $700 from legal, mainstream employers ________
6) In BC and receiving $700 from casual labour and under-the-table from otherwise
reputable employers ___________
