Dear Mr. Moreno-Ocampo:
I note from your web site that you have the power "to conduct
investigations" for "crimes against humanity". Torture of course is a
crime against humanity. Would you please conduct an investigation into
Canada's use of homelessness as an instrument of torture in violation of
Part I, Article 1.1 of the Convention Against Torture and Other Cruel,
Inhuman or Degrading Treatment or Punishment?
Yesterday, the Victory Park Rally and March in Vancouver was led by DERA
(Downtown Eastside Residents Association) which provides housing in "V6A"
dubbed by media as the poorest ghetto in Canada. I think if you
examine the local media reporting on this story and related issues of
homelessness in that coverage, you will will realize that Canada is using
homelessness as an instrument of torture. Please allow me to highlight
some salient features and add that while the Victory Park Rally and March
may seem 'political', not a single political party was represented among
the speakers. The issue here is LAW, international law, and Canada's
egregious violation of international criminal law.
(1) Homelessness DOES constitute torture. I hope you will examine the
filming of yesterday's events by City TV and especially Leigh Morrow's
coverage on the story of Chris and Laura who live in an alley of V6A (as
do a number of the signatories to our complaint form, URL below). I don't
think anybody who examines the Morrow clip will deny the suffering,
torture and torment of Chris and Laura.
(2) Homelessness is used deliberately, knowingly, preventably as an
instrument of torture. At the end of the April 1 March there was a
DERA-constructed tent site with 13 tents. While Seattle allows legal
tenting for homeless people, Mayor Larry Campbell (MD) uses his police
force to sustain medical-psychological torture by hounding the homeless,
like Chris and Laura, from alley to alley and park to park. Under his
authority, city police destroyed the DERA tents and two arrests were made.
Those tents might have saved the lives of Chris and Laura. They certainly
could have saved damage to their health. But Dr. Campbell's agenda is the
purposeful damaging of public health.
(3) Homelessness serves purposes. In Canada the primary purpose is to
coerce people into political indoctrination/pre-employment programs and
forced labour, employment programs which also serve to destroy trade
unionism. When the pool of forced labour reaches critical mass, trade
unions will be completely undermined. The particular system used for this
purpose in BC is the "MHR Regimen" under the Ministry of Human Resources.
Without the threat of homelessness and related essential services like
food, clothing and medical services (ie necessities of life), PEOPLE WOULD
NOT COMPLY WITH THE FORCED PREEMPLOYMENT -> EMPLOYMENT PROGRAMS. Cheap
forced labour would not be available. Say the words in blocks again. The
whole regimen of human rights violations and criminal violations would
collapse without the deliberate damaging of public health. That is why Dr.
Campbell will not sue POC for defamation.
Medical-psychological torturers like Dr. Campbell are troubled by the fact
that homelessness is so easily and affordably solved as the tent city
demonstrations keep proving. A BCTV report on January 6/04 informed us
that in Canada's three major cities (Toronto, Montreal, Vancouver) there
are only 28,000 homeless total. I doubt anyone would place the
nation-wide number at >100,000. It is ludicrous to suggest that 300
Canadians cannot afford one humble room or tent for 1 homeless person.

I am sure you can find a number of human rights violations and criminal
violations in the Victory Park Story from yesterday and you know the
sections of the corresponding covenants and conventions better than me so
I won't try quoting them. If you or anyone else receiving this email do not
believe the three summary points above are valid please explain.
