WASHINGTON (Talon News) -- Conservative Sen. Zell Miller (D-GA) said on the
floor of the Senate on Wednesday that members of the U.S. Senate should be
appointed by state legislatures instead of elected by the voters.

Serving his final year in the Senate after being appointed in 2000 by the
governor of Georgia following the death of Sen. Paul Coverdell, Miller
believes the 17th Amendment calling for senators to be elected by the people
should be reconsidered.

Instead, he believes members of the state legislature should be empowered
with the ability to choose their senators so special interest groups in
Washington cannot play a role in the political landscape of the U.S. Senate.

"The individuals are not so much at fault as the rotten and decaying
foundation of what is no longer a republic," Miller commented.

Examining the original intent of the Senate in the U.S. Constitution, Miller
exclaims America has deviated substantially from it.

"It is the system that stinks," Miller asserted. "And it's only going to get
worse because that perfect balance our brilliant Founding Fathers put in
place in 1787 no longer exists."

Indeed, the Constitution originally called for members of the U.S. House of
Representatives to be elected by the voters, but the senators were chosen by
state legislatures.

The purpose of this was to give balance to the legislative branch by
allowing the same representation in the U.S. Senate for each of the fifty
states.

But in 1913, the 17th Amendment was ratified by the states and destroyed
this balance, Miller argues.

To that end, Miller has introduced an unnamed resolution into the Senate
that would repeal the 17th Amendment and permit state legislatures to pick
senators.

Miller has already acknowledged the resolution has little chance of getting
passed.

Sen. Byron Dorgan (D-ND) was concerned that Miller and other like-minded
senators are looking at the Constitution as a "rough draft" rather than the
law of the land.

He cites amendments proposed that would balance the budget, redefine
marriage as between a man and a woman, and banning flag burning as examples
of unnecessary legislation that would destroy the Constitution.

"We are the example of representative self government in this world that
works," Dorgan stated. "It's messy, the noise of democracy is annoying
sometimes, but it works."

As previously reported by Talon News, Miller has officially endorsed
President George W. Bush in the 2004 presidential election and is leading
the Democrats for Bush.

As a strong conservative supporter of the president and his ideas, Miller
has often found himself at odds with members of his own party. He expressed
his frustrations with the Democratic Party in a bestselling book.
