Porter Goss is not known for his sharp elbows. So why is the ex-spook
suddenly lashing out? Untangling Langley's politics.

Newsweek July 5 issue - Porter J. Goss of Hotchkiss and Yale has long been
seen as a model of patrician restraint on Capitol Hill. After 9/11, when
other Republicans in charge of overseeing intelligence condemned CIA
Director George Tenet, Goss stayed nimbly above the fray. "I'm not going to
fall for the bait of getting into the political discussion," the chairman of
the House intelligence committee, who served in the CIA's clandestine
service for a decade, once said. So many a bushy eyebrow was raised when
Goss interrupted a House debate on a new intelligence bill-typically a
fairly genteel, not-so-partisan affair-with a classic political stunt last
week. Goss held up a sign with a 1977 quote from John Kerry that argued for
intel-budget cuts. "I got books full of that stuff," Goss said. "The
Democratic Party did not support the intelligence community." When
Democratic Rep. Norm Dicks fired back, pointing out that Dick Cheney was one
of the biggest defense cutters of the "peace dividend" '90s, Goss somewhat
sheepishly put the sign away. He hadn't meant to be "combative," he said.

The same week the man long known as a CIA loyalist (Goss once started a
business with two former agency friends) took aim at his old spook pals.
Goss put his name atop a scathing critique of the agency: the CIA, his House
committee report said, has "been ignoring its core mission activities" and
the clandestine service is on its way to being "a stilted bureaucracy
incapable of even the slightest bit of success." Even some Democrats said
that was over the top. In fact, said Rep. Anna Eshoo, she and other
intelligence committee Democrats blame Goss as much as the CIA for many such
problems. Democrats have deep "frustrations" with the committee's lack of
aggressive oversight under his leadership, Eshoo said. Outgoing Director
Tenet-who since announcing his resignation last month feels as though he's
taking the fall for everything, friends say-was apoplectic. He and Goss had
once been friendly. In a bitter, sarcastic letter, Tenet called the House
critique "absurd" and "ill-informed."

What gives with Goss? Some of his backers say the retiring eight-term
congressman from Florida has become genuinely concerned about the breakdown
of U.S. intelligence. "We can't keep going the way we've been going here,"
Goss told NEWSWEEK last Saturday. "We've had too many surprises." But
political observers in Washington think there's another explanation for his
new profile: Goss, 65, badly wants to finish up his career in Washington as
director of the CIA. Many of his Hill colleagues think he's campaigning hard
for the job and carrying the White House's water by attacking Kerry. By
confronting the CIA, Goss can also help the administration show that it is
serious about intel reform. It will need to be: a pair of punishing reports
on the agency's performance are due out next month from the 9-11 Commission
and the Senate intelligence committee.

Goss dismisses the talk about him becoming CIA director as
"rumint"-spook-speak for rumors. "I am not campaigning for the job. I have
not sought the job. I have not asked for the job," he said. Goss refused to
say whether he has discussed the job with President George W. Bush, although
he acknowledged that "I talk to the White House fairly often about
national-security matters." He cited the Kerry quote, he says, because of
what he sees as Democratic hypocrisy in hitting the Bush administration for
failing to fund intelligence.

The White House says no decision on Tenet's successor has been made, and the
president is still considering at least two candidates. But Bush officials
were uncharacteristically restrained when offered a chance to knock down the
Goss rumors. And they have clearly changed their minds about leaving Deputy
Director John McLaughlin, who is set to take over next month, in place
through the election. "I can tell you there will be a new DCI [director of
Central Intelligence] this year," one official told NEWSWEEK.

Heading into an election that will likely hinge on national-security issues,
Bush knows that McLaughlin is identified with the CIA's biggest misjudgments
about Iraq and 9/11. Among them was the 2002 National Intelligence Estimate,
mainly authored by McLaughlin, that made the case against Saddam Hussein.
Sources tell NEWSWEEK that the 9-11 Commission staff has concluded that the
terror attacks were probably preventable-and that lapses by the CIA are
primarily responsible. The Senate report too is expected to castigate the
CIA over several prewar mistakes. Even some inside the CIA agree with Goss
that the agency remains too risk averse. One such senior CIA official
angered agency professionals last week almost as much as Goss did when
galleys of his forthcoming, anonymous book, "Imperial Hubris," found their
way into the media. He claims that overcautiousness led agency managers to
"deliberately downplay the al-Qaeda menace throughout most of the 1990s."

Bush, says one White House official, wants to be able to refer "the reform
issue" to someone new "as the reports come" in. The administration also
wants "to have someone up there making sure things are being done" should a
terrorist attack occur before Nov. 2, he said. And some White House
officials have suggested that the popular Goss would be easily confirmed.
But that may be more bad intel. Some Goss critics, even in the GOP, see him
as another believer in the old-school notion that intel problems can be
solved by throwing money and personnel at them. One says that if Bush
nominates Goss, "then I want Tenet back."

It's true that Goss has backed relatively mild reform. He has proposed
creating a more powerful DCI with more budgeting power, while the 9-11
Commission is considering far more drastic changes that could shake up the
entire intel community. The Senate intelligence committee's top Democrat,
Jay Rockefeller, also issued a warning: "The selection of a politician-any
politician, from either party-would be a mistake." Goss says he regrets the
partisan sniping in the House. But he adds that "intelligence,
unfortunately, has become the partisan weapon of choice." He may soon find
that he's a target himself.
