and V. Palmer
Would anyone on the lists above like to second this QUESTION for Mayor Dr.
Campbell on Voice of BC (Vaughn Palmer) next week? It is more likely to be
answered if someone else says they want an answer. Last night VOBC kept
the email address on the screen to INVITE questions <[EMAIL PROTECTED]> for
him.
Mayor Campbell is one of BC's most eminent scientists. He is a former RCMP
office and MD public coroner. One of the tv forensic science shows we are
told is modelled after his career (Da Vinci's Inquest?). Anyway, if you
have any interest in a second opinion on the use of torture as an
instrument of governance, this is the man to ask.
Let's get the straight scoop on this, once and for all!

You may wish to read or re-read Vaughn Palmer's article in the Vancouver
Sun dated Feb. 25/04 on the "disability review" (p. A3). Particularly
commendable is Mr. Palmer's rational, reasonable and scientific approach
to the problem. He would have saved the taxpayers millions and saved the
disability recipients a lot of grief. Palmer quotes the auditor general of
BC: "The review increased the anxiety among disabled clients." the
auditor-general says several times.

How would you describe the anxiety of thousands of people today, some with
medically diagnosed disabilities and some without, who complete procedures
at MHR like the EP (Employment Plan) UNDER THREAT OF DISCONTINUATION OF
ESSENTIALS FOR HEALTH AND LIFE? That is a very reasonable, scientific and
important question which a public health MD and scientist like yourself is
qualified to answer. IS IT THE ANXIETY OF A TORTURE VICTIM?

According to an e-zine press release of your COPE party, the number of
homeless in Vancouver has doubled to 1,200 in 2 years. One cannot help but
think that procedures like EP-related procedures at MHR are a significant
factor here. They entail PERSONAL THREATS (person-to-person) across a
government desk to remove the essentials for health and life for
non-compliance if the person does not adhere to this COERCED contract (and
coercion is itself a clear violation of UDHR). This appears to be
psychological torture since any prisoner in Iraq threatened with
discontinuation of essentials would be cited as a torture victim. When MHR
or those who are imprisoning the Iraqis take it to the physical stage, the
psychological torture becomes physical torture. Homelessness immediately
produces the symptoms of exposure-related illness from the first night of
sleeping in an alley and fighting off fleas, lice, cold, wetness, dust and
dirt etc.

Thus people made homeless by MHR "procedures" are, in the opinion of POC,
the victims of psychological and physical torture. Your second opinion
would be no doubt be welcomed by UNHCHR in Geneva as long as it is
reasoned out in some detail and the facts are matched to the definition of
torture used by the UN. But that is how a man of science would normally
proceed.

Some of our 27 signatories in the complaint presented to UNHCHR are both
binners and panhandlers. Once made homeless by MHR torturers, the struggle
to survive is extremely grim. Some homeless binner panhandlers have
medically diagnosed illnesses. The EP "procedure" threatens to put the
latter out on the street as well as those without medically diagnosed
illnesses.
One can expect increased costs to medicare and policing as a result of
rendering people homeless which then forces them to do binning,
panhandling, prostitution, theft etc. to stay alive. Thus MHR torture
procedures have many additional implications and costs for society.

PS-How about you and Council drafting a 500 word Binners Union
Constitution in consultation with binners, panhandlers and homeless people
and miniaturizing it for the back of BU cards? It would serve as a
statement on the human rights of all marginalized Vancouverites. How about
making that a major plank in your platform for COPE re-election?
