officially announced that it will open an investigation into the situation
of Northern Uganda.

PROSECUTOR OF THE INTERNATIONAL CRIMINAL COURT OPENS AN
INVESTIGATION INTO NORTHERN UGANDA
The Chief Prosecutor of the International Criminal Court (ICC), Luis
Moreno-Ocampo, has determined that there is a reasonable basis to open an
investigation into the situation concerning Northern Uganda, following the
referral of the situation by Uganda in December 2003. The decision to open
an investigation was taken after thorough analysis of available information
in order to ensure that requirements of the Rome Statute are satisfied.
The Prosecutor has notified the States Parties to the ICC and other
concerned states of his intention to start an investigation, in accordance
with article 18 of the Rome Statute.

Suite au renvoi par l�Ouganda en d�cembre 2003 de la situation concernant le
nord de ce pays, le Procureur de la Cour p�nale internationale (la � CPI �),
Luis Moreno-Ocampo, a conclu qu�il existait une base raisonnable pour ouvrir
une enqu�te sur cette situation. La d�cision d�ouvrir une enqu�te a �t�
prise apr�s une analyse approfondie des renseignements disponibles en vue de
v�rifier que les crit�res �nonc�s par le Statut de Rome �taient respect�s.
En application de l�article 18 du Statut de Rome, le Procureur a notifi� son
intention d�ouvrir une enqu�te aux �tats parties et � d�autres �tats
concern�s.
