    Well Guys and Dolls here is what we have been waiting for, for many,
many years. I know that the five of us, Joe Banister, Larry Becraft, Bill
Benson, Bill Conklin, and Devvy Kidd who have been picked for this
assignment are up to the task of seeing to it that the IRS is finished once
and for all.  As you can see from the Letters sent by Bob &  Judy Schulz
they mean business and that is also the end for the IRS.  I have only one
suggestion to make, that is to purchase Volume I and II of The Law That
Never Was, Joe Banister's Preliminary Report, Bill Conklin's book and flood
the United States Congress, the various State Representatives, and anyone
else of merit (like judges), with these materials.
     I know this seems like a gigantic task, but I want you to remember,
that in the year of 1987 I, Bill Benson, personally sent a copy of Volume I
and II to the entire Congress if the United States, with their names
embossed in gold on the covers of the books, also 1158 Federal Judges
received a copy of Volume I and II of The Law That Never Was.  It now
becomes a small task if we have thousands and thousands of people willing to
join in the campaign.  For remember as I always tell you......   together we
shall win!!!!! I ask you please not to consider this a ploy just to sell
books, rather it is a chance by working together for all of us to win our
freedom from the IRS, and isn't that what this is all about? For this
project, and this project only I will cut the cost of Volume I and II to
$36.00 which includes postage, they normally cost $66.00 including postage
and handling, Joe Banister,s book sells for $20.00, but if you purchase ten
books they can be had for $100.00 plus postage of  $1.00 a book .
    We owe a great deal of thanks and gratitude to Bob and Judy Schulz for
putting the symposium together.  Now it's our turn to show them we can do
more than just talk and send E-Mail back and forth, the time has come to
act!!!

Gentlemen:

Enclosed is a copy of each of the following documents:

1.       "Investigating the Federal Income Tax," by Joseph R. Banister 
2.       "The Law That Never Was," Vol. I and Vol. II, by William   
  Benson
3.       "Why Nobody is Required to File Tax Returns and What You  
    Can do About it," by William Conklin

These documents provide a substantial amount of extremely credible evidence that since 
1913 the Executive and Legislative branches have been cooperating in a collective 
decision to deprive people of a significant percentage of the fruits of their labor by 
enforcing the IRS Code -- a code that has no basis in law -- no legal authority.

A growing number of people have become familiar with the facts contained in these 
research reports and now believe that absent a proper constitutional amendment, 
Congress is prohibited by the Constitution from requiring individual citizens of the 
fifty states to file 
and pay an income tax or a social security tax -- i.e., from imposing a direct tax on 
the people without state by state apportionment, and that, in fact, citizens are not 
now required to file and pay.

Yet, a growing number of people are losing their homes, going to prison and otherwise 
being subjected to financial penalties and emotional stress for either falling behind 
on their payments or legitimately deciding that they do not have to pay.

Obviously, the current situation cannot be allowed to continue.  We need to get to the 
truth of the matter.

With that in mind, this Foundation is sponsoring a symposium in Albany, New York, on 
July 1st or 2nd, 1999.  The following individuals: Joseph R. Banister, William Benson, 
William Conklin, Devvy Kidd and Larry Becraft have agreed to present the results of 
their research in support of three key conclusions they have reached:

1.      That the 16th Amendment has, in fact, not been approved by � of the State 
Legislatures, and
2.      That there is no federal statute that requires individual citizens of the 50 
states to file and pay a federal income tax or a federal social security tax.
3.      That by filing a federal income tax form, individuals waive their 5th 
Amendment rights.

We respectfully request that you, as the duly elected heads of the Executive and 
Legislative branches, identify the people with the best legal minds to argue against 
these conclusions and have those people participate in the symposium.

More specifically, we would request that your representative(s) provide certain 
definite evidence on the above points, including:  
(1) documentation that the 16th Amendment was properly and legally ratified; (2) a 
copy of any law that compels citizens to file and pay federal income and social 
security taxes; and (3) an official, clear, and unambiguous explanation as to how one 
can file a federal income tax return without waiving one's 5th Amendment rights.

We intend to publish the proceedings.  We hope to have the symposium covered by C-Span.

IS THE IRS LEGAL?  IF NOT,
WHAT'S THE ALTERNATIVE?

Albany, New York, May 5, 1999.  The federal income tax, social security tax, the 
Internal Revenue Code and the IRS are unconstitutional and illegal, and the 16th 
Amendment to the U.S. Constitution (the income tax amendment) never even came close to 
being ratified, and there is no law that requires citizens to file and pay federal 
income taxes - these are the conclusions of a substantial body of very credible 
evidence that has been mounting for several years, according to Robert L. Schulz of 
the We The People Foundation For Constitution Education, a non-profit corporation 
based in Queensbury, NY.  "People have been so focused on trying to decipher an 
incomprehensible tax code that they have not noticed that the code itself is illegal," 
said Schulz.  "They have not seen the forest for the trees," he said.

The most recent research on the subject was published in March, 1999, by Joseph R. 
Banister, a former G-Man for the IRS Criminal Investigation Division, who for years 
had been enforcing the IRS Code and who had been trained to regard all tax protestors 
as "kooks."  His report was the result of more than two years of investigation into 
the arguments made by tax protestors.  Banister was forced to resign after submitting 
his report to his IRS superiors.

Banister's report supports previous work done by several noted experts, such as 
William Benson, William Conklin, Devvy Kidd, and Irwin Schiff, all of whom have 
concluded that the federal income tax and IRS are a giant hoax, enforced by the 
government's brute intimidation of individuals.  The work of these authors has gone 
unrefuted.

Schulz said that this body of knowledge will be the basis for a symposium in Albany on 
July 1 and 2, 1999, at which experts will present their evidence and findings, and 
authoritative representatives from the federal government will be asked to disprove 
those conclusions.  President Clinton, Senate Majority Leader Trent Lott and House 
Speaker Dennis Hastert have respectfully been asked to identify and send to the 
symposium their most knowledgeable people to represent the government.  [Copy of the 
letter is attached.]  "This will be a showdown," said Schulz.

The 1-1/2 day symposium at the Turf Inn on Wolf Road in Albany will begin Thursday 
morning, July 1, with the "accusers," including Benson, Conklin and Banister, 
presenting their findings.  After lunch, the government's experts are scheduled to 
present their case.  They have been asked to bring definite evidence that the 16th 
Amendment was, in fact, properly ratified, that there is a law requiring citizens to 
file and pay federal income taxes, and to give an unambiguous explanation as to how 
one can file a federal income tax return without surrendering one's 5th Amendment 
rights.

On Friday, July 2, prominent proponents of tax reform, including Steve Forbes and 
Patrick Buchanan, are expected to present details about alternatives to the income 
tax, including such concepts as a national sales tax, a flat tax, a transaction tax, 
and an economic fee.

It is open for attendance by ordinary citizens, tax attorneys and accountants, and
