Citizenship Denied for Dodi's Dad

LONDON (AP) -- Billionaire Mohamed Al Fayed, whose son Dodi died in the car
crash that also killed Princess Diana, has once again been rejected for
British citizenship, the British Home Office said Thursday.

Home Secretary Jack Straw made the decision after receiving new information
from the Egyptian-born owner of Harrods department store about his
application, a statement issued by the department said, giving no further
details.

Al Fayed told reporters that he would fight the ``unjust'' ruling. ``I know
it's the establishment behind this,'' he said, without elaborating.

Al Fayed's spokesman, Laurie Mayer, called the ruling ``perverse,'' and said
they would contest it.

Al Fayed applied for a British passport in 1993, a year after his brother,
Ali Fayed, also applied.

Both petitions were turned down without explanation in 1995 by John Major's
Conservative government, but the brothers won a chance to appeal.

Last month, the Home Office approved the application of Ali Fayed and said it
would announce its decision about Mohamed Al Fayed later.

The government did say why it had turned down the application, but Al Fayed
issued a statement Thursday revealing the reasons.

One ground for the rejection, he said, was his failure to take action after
the discovery that a safe deposit box at Harrods, held by a business rival
had been opened. Al Fayed said the box was opened without his knowledge and
acknowledged that his failure to take action was ``an error of judgment.''

The second ground was a payment he made to a member of Parliament to raise a
question in Parliament that would assist his business interests, he said. The
Conservative legislator resigned in 1997 over the payment.

Al Fayed has said repeatedly that he had been told it was normal lobbying
procedure and had made no secret of the payments.

Al Fayed is a controversial figure in Britain, where he has resided for more
than 35 years.

Although he has donated generously to charities, he has been accused of
electronically eavesdropping on employees and firing minority workers without
cause.

He also was castigated in a 1985 government report examining the takeover of
Harrods, although Straw said details of that report had been discounted in
this review of Al Fayed's application because it was dated.
